The Registrar of Cooperative Societies is the statutory head of the Department. Deputy Registrar of Cooperative Societies, Sambalpur Division is the Divisional Officer for the districts of Sambalpur, Bargarh, Jharsuguda and Deogarh District. Assistant Registrar of Cooperative Societies is in charge of the Administrative Circle of Kuchinda covering Kuchinda Sub-Division, Deogarh District and Kolabira, Laikera and Kirmira Block areas under Jharsuguda District. Statutory powers of registration, supervision and inspection of Cooperative Societies under the area of operations are vested with the Registrar of Cooperative Societies, Orissa directly or through his representative such as Additional Registrar, Joint Registrar, Deputy Registrar, and Assistant Registrar of Cooperative Societies.

Supply of timely and adequate credit is the primary function of the credit cooperatives. The farmers in the area of Laikera, Kolabira and Kirmira Blocks avail agricultural credit from the Primary Cooperative Societies as per details given in Annexure-I for undertaking seasonal agricultural operations as well as for their subsidiary occupations. The Central Cooperative Bank, Sambalpur District provides funds to PACs both S.T. and M.T. loans through its Branch at Laikera.

Long-term credit is availed by the farmers of the area under this Circle from the CARD Bank, Jharsuguda under the OSCARD Bank as its Apex Bank.
